The Seminole Improvement District’s (SID) Board is comprised of three (3) seats. The terms for these seats are timed to be up on an annual rolling basis. So every June at a Landowner’s Meeting, an election will be held for one of said seats.
1) Last June in 2025, President Scott Massey’s Seat #2 was up. President Massey was re-elected.
2) This June in 2026, Leolani Gevers’* Seat #1 was up and, as the only candidate running, was unanimously re-elected to her seat.
3) Next June in 2027, Zane Beard’s* Seat #3 will be up and, I predict, he will retain his seat as well.

As a refresher, each landowner gets one vote per acre or partial acre thereof. At today’s meeting, Minto’s 1,136 acres equaled 1,136 votes; Alicia (c’est moi!) held a partial acre, for one (1) vote.
Ms. Gever’s, again the only candidate to vote for, received all 1,137 votes! Glad I was there to help a girl out. As a landowner, I also got to participate in this meeting for once, so I got to say very important things like “second!” and “aye!”.
If you can’t read between the lines (c’est moi!), it could still be many years before Westlake residents could get a seat at the SID Board. The first hurdle will be finding a resident willing to take on the VOLUNTARY* position and all of its responsibilities. The second hurdle will be gathering enough votes to beat Minto’s votes. (*By “voluntary”, I mean unpaid/uncompensated.)
In the meantime, I concede that the SID Board seems made up of a competent group of people with pretty impressive attendance records. President Scott Massey, in particular, is a wealth of so much knowledge and experience that I’m not sure who else could do the job better. But I think we can all agree, there’s nothing like the scrutiny of someone with real skin in the game, like us landowners have, for creating a super sharp board.
Am I giving up too easily though? Anyone else who knows more about Special Improvement Districts think there’s a way to get residents on the SID Board sooner?
