1) OLD LAWSUIT – On April 2nd, the Indian Trail Improvement District (ITID) published an official update of the ongoing Persimmon Blvd/140th Ave N legal proceedings between ITID and Minto/Seminole Improvement District (SID).
In summary, on February 25, 2026, the Fourth District Court of Appeals affirmed the previous lower court’s decision in favor of ITID. This means that the separation of Persimmon and 140th will remain, that there will be no connection between the two.
The Court did not write a written opinion which stymies Minto/SID’s ability to respond to the decision (because there’s nothing to respond to).
So Minto/SID have asked the Court to provide a written opinion and to rehear or reconsider certain issues decided by the lower court. ITID has opposed this Motion. The parties are waiting on a ruling.
2) NEW LAWSUIT (!!!) – And the hits keeps coming…! As laid out in this Town-Crier article from July 2025, another storm has been a brewin’ between ITID and Minto/SID.
This new lawsuit has been filed by ITID for access to SID’s (aka the City of Westlake’s) M-2 Canal.
I can’t find a good map of the canal, but, again as described in this Town-Crier article, it slices right through the City of Westlake in a north-south direction from about 60th St N down to Southern Blvd. “IT DRAINS MUCH OF ITID’S WESTERN SIDE”. It is a VERY important canal for water management of these western communities. SID’s attorney says that ITID’s lawsuit basically argues that ITID should have access to SID’s portion of the M-2 canal free and clear, that is without permit, charge or maintenance requirements.
ITID has chosen to skip any negotiations/mediations and gone straight to the courts. SID has an engagement letter (i.e., letter of position or defense) all ready to go. It was approved by the SID board tonight.
3) SNIPE SIGNS – are not allowed in the City of Westlake! These are the little cardboard signs on metal prongs that businesses stick in the ground or tape to poles, advertising puppies or window washing or Christmas lights, etc. Since SID is the City of Westlake’s caretaker and spends A LOT of time and money on maintaining our manicured landscaping, they work together to remove these signs as soon as they cross them.
SID’s code enforcement guy is like Pac-Man with these signs. And then there is the whole SID crew driving around in their gators that also make sure to remove them as they see them.
Just putting these businesses on notice that if you’re going to pay for signs and for someone to install them, you might want to install them elsewhere.
4) TOTEM SIGNS – The four Westlake totem signs along Seminole Pratt Whitney, the two at 60th St N and the two at Sycamore St, are due for refurbishment. SID is working to negotiate repainting of the totems and an annual waxing which will prolong the life of the finish for a little over $13,000 per sign. This is an industrial “treatment”, not just a simple sanding and painting, and could happen in situ, so no onerous removal and relocation of the totems to a facility.
5) FOURTHFEST – The City of Westlake’s FourthFest SHOULD be able to happen at the (future) big city park immediately south of Seminole Ridge High School. The lawn should be properly level and comfortably grassy. This fest is happening Saturday July 4th, Westlake’s 10 year anniversary and our Country’s 250th!
